{"id":92721,"date":"2026-06-22T07:00:00","date_gmt":"2026-06-22T10:00:00","guid":{"rendered":"https:\/\/redept.com.br\/blogosfera\/quilombola-communities-in-brazil-report-losing-access-to-land-due-to-green-aviation-fuel-production\/"},"modified":"2026-06-22T07:00:00","modified_gmt":"2026-06-22T10:00:00","slug":"quilombola-communities-in-brazil-report-losing-access-to-land-due-to-green-aviation-fuel-production","status":"publish","type":"post","link":"https:\/\/redept.com.br\/blogosfera\/quilombola-communities-in-brazil-report-losing-access-to-land-due-to-green-aviation-fuel-production\/","title":{"rendered":"Quilombola Communities in Brazil report losing access to land due to \u2018green\u2019 aviation fuel production"},"content":{"rendered":"<div data-elementor-type=\"wp-post\" data-elementor-id=\"131282\" data-elementor-post-type=\"post\">\n<div data-id=\"8f6037b\" data-element_type=\"container\" data-e-type=\"container\">\n<div>\n<div data-id=\"62cccbd\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n<div>\n<p><b>FROM CACHOEIRA AND S\u00c3O FRANCISCO DO CONDE (BAHIA)<\/b><span> \u2014 The cultivation of maca\u00faba palm in Bahia\u2019s Rec\u00f4ncavo region (Brazil) by the energy company Acelen, for the production of renewable diesel and \u201cgreen\u201d aviation fuel, has been damaging nearby roads and limiting access to extractive areas previously used by surrounding quilombola communities, local residents say.<\/span><\/p>\n<p><span>Through a consortium led by HSBC and the IFC (International Finance Corporation, the World Bank\u2019s investment arm), Acelen\u2014controlled by Mubadala Capital, a sovereign wealth fund from the United Arab Emirates\u2014secured BRL 7 billion in public and private financing to build a biorefinery in the region where maca\u00faba will be processed.<\/span><\/p>\n<p><span>Ten other national and international financial institutions are participating in the partnership, including BNDES and Bradesco. He explains that residents used to collect fruit for subsistence and vines for handicrafts in areas that are now inaccessible. \u201cIf the company had talked to us beforehand, there would be no conflict.\u201d<\/span><\/p>\n<p><span>In the rural area of Cachoeira, at least 18 quilombola communities coexist with the arrival of the project, organizing their way of life around agriculture, extractivism, and fishing.<\/span><\/p>\n<p><span>According to Acelen, maca\u00faba is a highly energy-dense crop, seven to ten times more productive per planted hectare than soybeans when it comes to fuel production. The company entered Brazil in 2021 during the administration of Jair Bolsonaro, when it acquired the Mataripe Refinery in S\u00e3o Francisco do Conde (BA) from Petrobras.<\/span><\/p>\n<\/p><\/div>\n<\/p><\/div>\n<div data-id=\"feba112\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n<div>\n<h2>Restricted access<\/h2>\n<\/p><\/div>\n<\/p><\/div>\n<div data-id=\"5bfab2a\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n<div>\n<p><span>According to the quilombola communities, roads previously used mainly by local residents began receiving heavy traffic from trucks and machinery such as tractors after maca\u00faba cultivation started. They say the result has been damaged roads, numerous potholes, and sections that are difficult to access.<\/span><\/p>\n<p><span>Around the plantations, fences and signs restricting entry can be seen in areas where, according to local residents, they previously circulated freely.<\/span><\/p>\n<p><span>\u201cSuddenly, a sign appears prohibiting entry into a space that has always been collective,\u201d comments quilombola educator Cristina da Mata of UFBA (Federal University of Bahia).<\/span><\/p>\n<p><span>\u201cThe impacts [of a project] on a quilombola territory can extend beyond residential areas. Read the full response here.\u00a0<\/span><\/p>\n<\/p><\/div>\n<\/p><\/div>\n<div data-id=\"7cf5cdb\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n<div>\n<h2>Brazilian Federal Prosecutor\u2019s Office investigation examines whether the consultation process is being conducted properly<\/h2>\n<\/p><\/div>\n<\/p><\/div>\n<div data-id=\"1a3986d\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n<div>\n<p><span>Acelen\u2019s maca\u00faba planting project was authorized in January 2025 by Inema (Bahia Institute for the Environment and Water Resources) through a Special Licensing Procedure, a simplified online mechanism partially based on the company\u2019s self-declarations. The license, valid for eight years, does not permit deforestation or the use of water resources.<\/span><\/p>\n<p><span>In January 2026, the Federal Public Prosecutor\u2019s Office opened an investigation to determine whether the prior consultation process with quilombola communities potentially affected by the project was being properly conducted by Acelen.<\/span><\/p>\n<p><span>The investigation was prompted by a complaint filed by the UFRB professor in June 2025. According to Carvalho, at the time the company had held only one meeting to present the project to the communities. The long distance between the meeting location and the quilombolas\u2019 homes, combined with high transportation costs, allegedly resulted in low attendance.<\/span><\/p>\n<p><span>Federal prosecutor Marcos Andr\u00e9 Carneiro Silva, who is leading the investigation, warns that the advance of a new economic cycle may intensify pressures on already vulnerable territories. \u201cThese are communities that often do not have formal title to their lands. The company\u2019s full statement can be read here.<\/span><\/p>\n<\/p><\/div>\n<\/p><\/div>\n<div data-id=\"0e7b20f\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n<div>\n<h2>Vegetation clearing near the plantation<\/h2>\n<\/p><\/div>\n<\/p><\/div>\n<div data-id=\"ad5d69d\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n<div>\n<p><span>During its stay in the region in the last week of April, <\/span><b>Rep\u00f3rter Brasil<\/b><span> observed an apparently recently deforested area near the quilombola communities. Piles of timber were still stored on site.<\/span><\/p>\n<p><span>The area corresponds to a Rural Environmental Registry (CAR) registered under the name Fazenda Campina, the same name as another farm located just a few meters away where Acelen cultivates maca\u00faba. This type of dynamic has already been observed in other monoculture contexts in Bahia\u2019s Rec\u00f4ncavo region,\u201d the statement says. \u201cThis information will be sought within the scope of the Extractive Reserve administration\u2019s monitoring and enforcement activities.\u201d<\/span><\/p>\n<\/p><\/div>\n<\/p><\/div>\n<div data-id=\"63ee576\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n<div>\n<h2>Biorefinery next to a plant with a history of spills<\/h2>\n<\/p><\/div>\n<\/p><\/div>\n<div data-id=\"483a73d\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n<div>\n<p><span>In addition to maca\u00faba cultivation in Cachoeira, Acelen\u2019s project includes the construction of a biorefinery in S\u00e3o Francisco do Conde, on the shores of Todos os Santos Bay, also in Bahia\u2019s Rec\u00f4ncavo region, to process oil extracted from the palm and produce biofuel.<\/span><\/p>\n<p><span>According to Acelen, at least nine fishing and shellfish-harvesting communities live near the planned plant site. To build the new facility, 36.43 hectares of Atlantic Forest vegetation will be cleared, according to the company.<\/span><\/p>\n<p><span>Acelen already operates an oil refinery in Todos os Santos Bay that has a history of spills and legal actions seeking remediation for environmental damage.<\/span><\/p>\n<p><span>Researchers from UFBA (Federal University of Bahia), UFRB, and local residents told <\/span><b>Rep\u00f3rter Brasil<\/b><span> that oil spills have reduced fish and shellfish populations in the bay\u2014resources that form the basis of subsistence for many families.<\/span><\/p>\n<p><span>Residents living near the future plant also complain about the jobs offered by Acelen for the project. According to them, positions such as chemical engineer do not match the profile of local communities, where fishing and service occupations, such as electricians, predominate.<\/span><\/p>\n<p><span>\u201cI don\u2019t think these jobs are for us,\u201d says Uilma Almeida da Cruz, a shellfish harvester from Ilha das Fontes. In May, the agency issued a recommendation to Inema requesting that the Bahia state agency map traditional communities in the region to ensure an adequate prior consultation process.<\/span><\/p>\n<p><span>Asked about the issue, Acelen Renov\u00e1veis said that the S\u00e3o Francisco do Conde biorefinery project has been \u201cconducted through dialogue with potentially impacted communities, including fishers, shellfish harvesters, and local leaders.\u201d The company also stated that the \u201cprocess involves Free, Prior, and Informed Consultation (FPIC), as well as initiatives aimed at productive inclusion, professional training, and territorial development.\u201d<\/span><\/p>\n<p><span>Regarding the history of oil spills, Acelen stated that it is carrying out a broad modernization process at the industrial facility and maintains continuous environmental monitoring programs in the region. \u201cThe actions developed by the company include preventive initiatives, environmental assessments, and measures aimed at the progressive restoration of sensitive surrounding areas,\u201d the statement says.
